SHARED VALUES AND VISION

SLBC – An inter institutional forum share the values and vision of national and State     policies and development programmes through coordination and joint implementation.

 SLBC – STRATEGIES

SLBC coordinates the functioning of financial institutions and disseminate the guidelines and policies among all the stakeholders.  The forum considers the State specific issues and problems and collate State Level targets under Annual Credit Plans and Govt. sponsored Programmes as well as monitor and review the progress on regular basis.

 SLBC – STRUCTURE 

SLBC is convened by the Convenor Bank with participation from Regional Heads of all the nationalized banks, Managing Directors of Cooperative Banks, Chairmen of Regional Rural Banks.  The Chairman and Managing Director or the Executive Director of the Convenor Bank preside over the forum whereas the Government side is led by the Chief Minister/ Chief Secretary to the Govt. of the State.  The State Government is represented by the Secretary Level Officers whereas the Line Departments are represented by Head of Departments or Directors.

 SLBC – SYSTEM 

The Apex Level SLBC has a permanent Steering Committee and a State Level Review Committee with focused Sub Committees for Export Promotion etc. and Sub Groups formed from time to time.

At the District Level, the Distt. Consultative Committee and District Level Review Committee are assisted and supplemented by Standing Committees with various  Sub –committees and Sub Groups reporting to SLBC.

The Block Level Bankers Committee at the block level reports to DCC/DLRC. 

The Elected Public representatives are the permanent participants at DCC/DLRC level. 

The Service Area Management Information System (SAMIS) is used for reporting.

SLBC – HP 

The responsibility for Convenorship in Himachal Pradesh has been with UCO Bank since 1980.

SLBC – HP : PIONEERING EFFORTS: 

Himachal Pradesh has been the First State in the country to achieve 100% Financial Inclusion. 

HP is the first state in the country to adopt “One Branch One Farmers Club” and the Convenor Bank  - UCO Bank among the nationalized banks is the first bank to achieve the target whereas among the RRBs, Himachal Gramin Bank is the first to achieve the target. 

SLBC – PLANS ( On Going) 

1.            100% Credit Inclusion.

2.            Financial Education through organization of Farmers, artisans    and Women through Farmers Clubs i.e. “ One Village – One       Farmer Club.”

3.            Financial Awareness camps in every habitation.

4.            Fully Functional Credit counseling centres in all districts of the   State.

5.            100% Technological Inclusion.
